Enhancing MDE NPDES - MS4 Geodatabase for Efficient and Accurate Reporting

The Maryland Department of Environment (MDE) National Pollutant Discharge Elimination System (NPDES) – Municipal Separate Storm Sewer System (MS4) Geodatabase requires impervious acre restoration and Total Maximum Daily Load (TMDL) reductions to be summarized in associated tables. Due to the current limitations of geodatabase environment, it is not possible to generate the summary results for the MS4 Annual Report.

In order to quantify additional increase in water quality volume, impervious area restoration credit, and TMDL reductions, due to retrofitting an existing BMP, an Associated Table has been created to capture validating information. Capturing this information allows the reporter to validate and return to the main dataset, impervious area restoration and TMDL reductions for each record. These can then be batch processed with the rest of the structural and ESD BMPs in the dataset.

To consistently produce summary results for impervious restoration and TMDL reductions, restoration credit for all restoration feature classes records need to be itemized, 8-digit watershed, implementation cost, and fiscal year (FY) fields need to be added and populated. The FY field will enable geodatabase to batch process the annual and permit term data by reporting year (Fiscal Year,) as opposed to calendar year.

This presentation will help to show how these enhancements will empower the MS4 reporter to produce accurate data with all the additional fields and attributes into the MDE Geodatabase, then leverage the Frequency tool to generate summary results. These enhancements also ensure consistency across MDE Geodatabase MS4 report, Financial Assurance Plan (FAP), Watershed Protection and Restoration Program (WPRP), and other reports require by the MDE and the State of Maryland on watershed restoration programs.
